Literacy is "The ability to both make meaning from and also create text that can be understood by others. Literacy includes reading, writing, speaking and listening skills". (Paraphrased from the Pennsylvania Literacy Network)
All educators in PA public schools are responsible for teaching their studnets the "Literacy" of their content areas.
